Setting my new gaming rig ! Intel OR AMD ?

It has been a year since last posting .. huhu
I need help to build rig with budget of max around RM 4k . I'm really a noob on latest hardwares , last time i did it was abt 4yr+ ago, was using the same old P4 system until the mobo caput .. my main usage mostly surfing , gaming and photo editing ..

My 4 yr old system was like :
Intel pentium 4 2.8E GHZ
ASUS P4P800 Deluxe I865PE
AGP 8X HIS HD 3850 ICEQ III TURBO AGP
Kingston 2GB PC400MHZ DDR RAM
Samsung 52x24x52x CD writer

i still prefer Radeon and planning to try AMD base , window Vista
and if posibble to maintain some part that still compatible (except mobo / intel and the DDR ram la .. )

I'm not an overclocker and totally noob abt overclocking
